Royce Hanson is chair of the Montgomery County Planning Board of the Maryland-National Capital Park and Planning Commission. He has served as dean and professor of political economy at the University of Texas at Dallas, and was associate dean and professor of public affairs and planning in the Humphery Institute of the University of Minnesota when this study was conducted.
